Shay Park Improvement | The City of Arcata has contracted with Hooven & Co. for the 2022 Shay Park Improvements Project. Phase II of Shay Park Improvement Project was completed in October of 2022. The improvements include challenging fitness equipment, table tennis, benches and a drinking fountain. The new improvements have helped Shay Park become a more vibrant center for the surrounding neighborhood. Funds for Phase II were made possible by an Infill Infrastructure Grant (IIG) through the City’s Community Development Department. | Complete |
2020 Bayside Paving Project | The City of Arcata contracted with Kernen Construction for this project, and work will consist of asphalt paving and the installation of accessible concrete driveways and ramps. The project also includes, but is not limited to, minor roadway excavation, roadway striping, water service upgrades, sewer improvements and drainage improvements. Construction work will begin on Monday, June 1 on Bayside Road between Union Street and Buttermilk Ln, and additional work on Chester Ave will begin in late June or July. Work will take place Monday through Friday from 8 a.m. to 5 p.m., and on some days the contractor may extend work hours from 7 a.m. to 6 p.m.. On days of scheduled work, community members are encouraged to follow all safety directions and traffic control devices within the project area. 2018-2019 Sanitary Sewer Infiltration Project | The City of Arcata contracted with G.R. Sundberg Construction, Inc., for this project that involves the replacement and/or rehabilitation of existing sewer lines to eliminate water intrusion into the City’s sewer collection system due to storm events and high ground water. Upon completion, this project will reduce the amount of wastewater that is processed through Arcata's wastewater treatment facility greatly reducing the possibility of sanitary sewer overflows and lowering operating costs. This project has been a long-term goal for the City of Arcata as it is vital to maintaining Arcata’s infrastructure, and the City is excited to resume making these improvements for our community. | Complete |
2019 Sidewalk & Valley West Park Improvements Project | The Sidewalk and Valley West Park Improvements Project kicked off on Thursday, June 6, 2019. These projects will make key infrastructure improvements including the installation of sidewalks, curbs and gutters, asphalt paving repair, bus shelter installation, crosswalk enhancement and striping in the Valley West neighborhood and (but not limited to) 11th Street, 12th Street, E Street, K Street, H Street and South G Street. Work for these projects had begun near the Library Circle at Humboldt State Uniuversity, and 5th and E Streets and at K Street between 8th and 9th Streets. | Complete |
2018-2019 Safe Routes to School Project | The Safe Routes to School Project began in 2018 and is focused on pedestrian and bicycle safety education in addition to making sidewalk and intersection infrastructure improvements near Arcata Elementary School. The City of Arcata contracted with RAO Construction Co., for this project that involves the replacement and installation of sidewalk driveways, accessible ramps, signage and striping. 2018 South Jacoby Creek Wetland Enhancement and Restoration Project | The City of Arcata contracted with GR Sundberg, Inc. for the 2018 South Jacoby Creek Wetland Enhancement and Restoration Project. The project will restore connectivity between Jacoby Creek and its floodplain and create an approximately 11-acre marsh and channel wetland complex over an approximately 30-acre project area. This project will aid in recovery of multiple listed species. The Jacoby Creek watershed supports important habitat for resident and migrating songbirds, waterfowl, and shorebirds; and it supports critical spawning, rearing, and migration habitat for anadromous fish, including coho salmon and steelhead trout. | Complete |
2018 ADA Bus Stop Improvements Project | The City of Arcata contracted with RAO Construction, Inc., for the ADA Bus Stop Improvement project. The plan involves concrete work, asphalt paving, and drainage improvements at the Arcata Transit Center and adjacent portions of 9th & 10th Streets in the City of Arcata. | Complete |
2018 Street Resurfacing (Slurry Seal) Project | The City of Arcata contracted with Pavement Coating Co. for this project that involves laying slurry seal and striping on the recently repaired pavement surfaces on the Giuntoli Lane roundabouts, Janes Road, Spear Avenue and St. Louis Road. | Complete |
Sunny Brae and South H Street Improvements | RAO Construction has completed sewer lateral replacement, sidewalk infill and replacement of non-ADA driveways along Buttermilk Lane and South H Street. The City of Arcata's 2016 Street Improvements Project will improve street and sewer infrastructure on Buttermilk Lane between Bayside Road and Margaret Lane and on South H Street between Samoa Boulevard and South G Street. PG&E System Upgrades | PG&E upgrades a portion of the natural gas distribution system serving homes and businesses in the 11th Street neighborhood from mid-June through the end of July 2017, weather permitting. The work area will be on 11th Street, between D and Union Streets. Humboldt Bay Trail North Construction | Construction of the City of Arcata’s portion of the Humboldt Bay Trail from Samoa Boulevard through the Arcata Marsh and Wildlife Sanctuary and along the scenic shoreline along Highway 101 to just south of the Bayside cutoff. The southern trail endpoint will transition onto the shoulder of Highway 101 south of Bayside Cutoff, until the remaining segment, Humboldt Bay Trail South, is constructed. Highway 255 Enhanced Bay Trail Crossing | Construction of an enhanced bicycle/pedestrian road crossing for the Humboldt Bay Trail on Highway 255 (Samoa Boulevard) at the railroad tracks west of K Street began on Monday, September 25. Contractor Darren Taylor Construction is building this crossing. Sewer Manholes and Mainline Repairs Project | Sanitary sewer collection improvements in Arcata. The work consists of, but is not limited to installing 16 sewer manholes and repairing 15 broken sewer mains in the City of Arcata. Manholes will be installed at:

7th and G Street Parking Lot Low Impact Development Retrofit | Low impact development retrofit of this downtown public parking lot to manage rainfall and minimize standing water. Site regrading, permeable pavement, bioswales and native vegetation rain gardens will infiltrate, filter, store, evaporate and detain parking lot runoff. Fickle Hill Road Improvements Project | Installation of radar feedback signs, guard rails, striping, sidewalk infills, traffic control, minor electrical work, stormwater pollution prevention plan, and other related construction operations on parts of Fickle Hill Road. Samoa Gateway Project Phase II | The Samoa Gateway Project's second phase consists of aesthetic elements including landscape planting, irrigation systems, decorative lighting, traffic and informational signage as well as art zones. McDaniel Slough Wetlands Enhancement / Restoration Project Phase 5 | Water Board permits have been issued and City contractors Hooven and Company have resumed construction of a new levee and connecting the levee system with the CA-255 roadway levee. The McDaniel Slough Wetlands project restores tidal and freshwater wetlands west of the City limits on the California Department of Fish and Game Mad River Wildlife Area. Humboldt Bay waters will be reintroduced to the project area sometime in 2013, restoring fish passage from the Bay to McDaniel Slough and Janes Creek. Hilfiker Drive Water Main Replacement Project | Installation of water mains, valves, connections, fire hydrant, etc. on Hilfiker Drive. The City Council awarded this contract (PDF) to Hooven and Company at its Wednesday, July 24, 2013 special meeting. The water main on Hilfiker Drive will be replaced from Alliance to 120 feet east of Baldwin. The work will involve saw cutting, trenching, installing sleeves through existing culverts, installing pipe, valves, and fire hydrants, replacing existing water services with new water services, abandoning existing water mains in place, back-filling excavations and patch paving. The new water main will run parallel to the existing water main to reduce shutdown times for residences. As of January 10, 2014, work on this project is complete. The roadway will be repaved in a future budget year. City of Eureka Water Transmission Main | The City of Eureka is improving their water transmission main running from Seventh Street through Samoa Boulevard. Work involves installing a 24 inch diameter pipe located within a City of Eureka easement. City of Eureka contractors Mercer-Fraser Company has improved parts of the main crossing through the Healthsport and Arcata Community Center parking lot. The final phase of this project involves work under Samoa Boulevard, which will not be closed during completion of this project. Work hours will be limited to 7 a.m. to 5 p.m. Monday through Friday, and 9 a.m. to 5 p.m. on Saturday. Asphalt Grind Out and Inlay Project | Grinding and repaving of failed asphalt on Spear Avenue, Janes Road, H Street and other locations within the City. Work includes deep grinding of asphalt, roadway excavation, compaction, asphalt paving and raising manholes, valves, clean-outs and monument covers in preparation for micro-resurfacing which is anticipated to be done in October 2013. Arcata Community Forest Managed Timber Harvest | The City of Arcata is planning a small timber harvest along Trail #5 in the Arcata Community Forest. The City has an ongoing forest management program associated with our approved Nonindustrial Timber Management Plan (1-99-NTMP033 HUM). Timber harvest revenue pays for the management costs of the Community Forest as well as portions of the City's open space and parks programs. This operation involves selective harvest with the goal of continuing to grow a larger forest stand. The resulting stand will look similar to the current conditions. The City is interested in maintaining the forest ecology and aesthetics and will stress safety to our contract timber operator. Sunny Brae Forest Fuel Reduction | CalFire High Rock Conservation Camp performed forest fuel reduction work along the perimeter of the Sunny Brae Forest. Crews removed and mulched understory brush, small saplings and low lying limbs, creating a shaded fuel break 100 feet from the forest boundary. The goal of this work was to create a more fire resistant forest zone in proximity to the urban / wild land interface. Concrete and Asphalt Improvement Project | The City contracts with different construction companies to install sidewalks and driveways throughout the city and to replace failed concrete work and improve ADA access. Beith Creek Road Decommissioning Project Phase 2 | The Beith Creek Road Decommissioning Project is designed to improve Beith Creek's water quality for fish, amphibians and other aquatic species by decreasing sediment running into the watershed from historic logging road construction practices. Samoa Gateway Project Phase I | The Samoa Gateway Project's aim is to renovate the Samoa Boulevard streetscape between the highway and the railroad tracks, adding sidewalks and bike lanes and improving signage and landscaping. Phase 1 consisted primarily of streetscape infrastructure improvements including curbs, gutters, sidewalks, lighting, medians and crosswalks as well as asphalt overlay and street striping. D Street Neighborhood Center Addition | Addition of 250 square feet of storage space to the D Street Neighborhood Center, facilitating increased use by the community. Arcata Community Forest Water Tank Replacement | City contractors GR Sundberg, Inc., of McKinleyville, CA, constructed a new 175,000 gallon steel water tank, part of the City's water supply system, in the Community Forest near the junction of Trail #5 and #8. H Street Improvement Project | In September 2011, the City began a construction project to improve pedestrian access in the downtown Arcata area on H Street between 9th and 11th Streets. LED Streetlight Installation | Energy saving LED streetlights were installed in the Valley West area of Arcata, replacing 28 high pressure sodium lights and saving 18,690 kilowatt hours of energy and 9,794 pounds of carbon dioxide emissions per year. The City did trail improvement work and sidewalk construction at Janes Creek Meadows Park to provide ADA accessibility and neighborhood connectivity. Pictured at left is the final sidewalk improvement for this project which runs from Janes Creek Meadows Park to the St. Louis Road roundabout. City and California Conservation Corps crews will continue removing nonnative grasses and planting trees at the park.
Redwood Park Storm Drain Repair
City crews repaired a storm drain at Redwood Park that was undermined by water erosion, creating a sinkhole.
Arcata Baylands / Lower Jacoby Creek Enhancement Project
Habitat enhancement and restoration activities have been completed on the Jacoby Creek / Gannon Slough Wildlife Area between Old Arcata Road and Highway 101. City staff worked on a 3-acre waterfowl pond. Heavy construction began on September 6, 2011. GR Sundberg, Inc., of McKinleyville, CA: constructed a habitat levee totaling 1,915 linear feat; modified 300 feet of existing levee; excavated 2,150 feet of new tidal channel; and installed tide gates, culverts and other related habitat enhancement work. The project was funded by the U.S. Fish and Wildlife National Coastal Wetlands Conservation Program, the State Coastal Conservancy and the U.S. Fish and Wildlife Partners for Wildlife Program. Upper Beith Creek Fish Habitat Enhancement
In late August 2011 work began on Phase one of a 2 phase effort to complete the Beith Creek Road decommissioning and sediment control project on the upper slopes of the Beith Creek watershed. Beith Creek drains to Sunny Brae and eventually to Humboldt Bay via the City-owned Jacoby Creek / Gannon Slough Wildlife Area. A contract was awarded to Wendt Construction Company of Fortuna, CA, to perform forest road decommissioning by recontouring the original configuration of the land including excavating road fill at approximately 13 stream crossings and removal of 1 mile of road in the City-owned Sunny Brae Forest in Arcata (Section 34 T6N R1E). The project was funded by the California Department of Fish and Game Fisheries Restoration Grant Program and the U.S. Fish and Wildlife Service Partners for Wildlife Program. Marsh 5 & 6 Construction
Conversion of an existing wastewater oxidation pond in the City's Corporation Yard into 2 wastewater treatment marshes. This project is designed to assist the City in naturally treating our community's wastewater. Construction was completed on 3 berms designed to slow the flow of wastewater, increasing the water's treatment as it moves through the Marsh. Water Main Replacement
The City contracted with Ariza Construction for the replacement of water lines and services south of Humboldt State University. The project began on June 16. The specific locations were:
- 10th Street - C Street to D Street
- 12th Street - B Street to D Street
- C Street - 10th Street to 13th Street
- Center Street - A Street to Union Street
- Lincoln Avenue - Wilson Street to Eastern Avenue
The City's pavement contractor, Kernen Construction, repaved the roundabouts at Union and Buttermilk Lane and along Old Arcata Road/Samoa Boulevard between those intersections. This project was funded through an American Recovery and Reinvestment Act of 2009 (ARRA) grant and City of Arcata Measure G paving funds.Samoa Blvd Buttermilk Overlay
Kernen Construction
- Ground out failing asphalt and repaved cracks at the intersection of Crescent Way and Samoa Boulevard and at the Buttermilk and Samoa roundabout
- Removed asphalt dikes and cleaned the edge of the roadway along the east and westbound traveled ways
- Demolished the old pedestrian refuge and formed, poured and finished concrete at the new pedestrian refuge on the south side of the Union Street roundabout
- Paved the Union Street roundabout with 950 tons of asphalt
- Paved the westbound lane of Samoa Boulevard from the raised pedestrian crosswalk to the Buttermilk roundabout
- Paved between the Union and Buttermilk roundabouts
Pavement Restripe Work
Traffic Solutions, Inc., the City's pavement striping contractor, finished refreshing the faded pavement striping along West End Road, Janes Road and Sunset Avenue at the 101 Overcrossing. Minor work continues at the Sunset Avenue and LK Wood Boulevard intersection.
Alliance Road Repaving and Rehabilitation Project - Installation of ADA corners and the following work on Alliance Road, between Foster Avenue and 29th Street has been completed:
- Asphalt paving
- Sidewalk and corner curb ramp construction
- Striping from Foster Ave. to 29th Street
- Turn pocket for 27th Street northbound
Installation of ADA curb ramps and sidewalks and asphalt paving was completed at the following locations:
- Spear / Janes Road between Upper Bay and Riberio
- Ericson Way between Alder Grove Road and Ericson Court
- Multiple locations on 14th Street
- 14th Street between "J" Street and the 101 overcrossing, and along Ericson Way between Alder Grove Road and Frank Martin Court
- 14th Street, east of Union Street to parking lot into Redwood Park
All forest road work was completed prior to October 15, 2010.
- Road #8 was graded and surfaced with rock to control erosion and provide a stable surface for year-round recreational use.
- Road #15 was treated with new rock surfacing.
- Trail #13 has been reconstructed and surfaced to facilitate recreational use following timber harvest operations.
Salt marsh excavation and restoration and resurfacing of the public access trail adjacent to South "I" Street have been completed. Salt marsh vegetation planting was completed in December 2010 with assistance from 20 Friends of Arcata Marsh, Northcoast Environmental Center and other community volunteers. The City will continue monitoring and maintaining this site until salt marsh vegetation is well-established. Follow up vegetation maintenance is ongoing.
Baylands Fish & Wildlife Habitat Enhancement Project
A new 48 inch tide gate was installed on September 27-29, 2010, on City-owned lands east of Highway 101 on North Jacoby Creek. Nahalem Marine was the contractor. The new tide gate will provide improved drainage and restore tidal habitat in the upstream channel.
Culvert Replacement at 14th Street at Jolly Giant Creek
Danco Builders recently installed a "fish-friendly" culvert and constructed a wetland floodplain for flood control. Native Tree Planting, Jolly Giant CreekCity staff installed vegetation and structures for habitat improvement. The City, with assistance from the U.S. Fish and Wildlife Service and Northern Humboldt Employment Services staff, completed planting the site with native trees and shrubs in December 2010.
Larson Park Improvement Project
Tennis courts were renovated, additional courts were constructed and the lighting system was replaced. Bocce ball courts, a picnic area and playground were constructed. Landscaping work, an irrigation system, parking lot paving and electrical installation work have been completed. Work began July 26 and a ribbon-cutting ceremony was held on December 9, 2010.
McDaniel Slough Wetland Enhancement Project
Phase 4 of this multiphased, 280-acre project South of V Street at the Mad River Wildlife Area has been suspended for the winter. The City recently won additional NOAA grant funds for work to resume in the summer of 2011.
Samoa Sewage Lift Station
Construction is complete for the Samoa Sewage Lift Station Rehabilitation Project (PDF) at 1721 Samoa Boulevard. The new sewage lift station started successfully on December 10, 2010 and is now fully operational. The previous, aging sewage lift station that was installed in 1968 has been taken offline and decommissioned. The Samoa Sewage Lift Station pumps approximately 60% of Arcata's wastewater flow. Erosion control and site maintenance will continue as needed.
