HUD PRO Housing Grant

City Awarded HUD PRO Housing Grant

The City is proud to be awarded the U.S. Department of Housing and Urban Development’s Pathways to Removing Obstacles to Housing (PRO Housing) grant. This funding will support initiatives that promote high-density infill housing, streamline development processes, and expand affordable housing opportunities.

Grant funding will be used for:

  • Land Use Code Updates – Aligning the City's Land Use Code with the General Plan 2045 to streamline permitting and support housing densification.
  • Accessory Dwelling Unit (ADU) Program – Developing a zoning ordinance to encourage ADUs, launching a marketing campaign to promote ADU development, and creating a framework for City financing in exchange for affordability covenants.
  • Form-Based Code for Valley West – Implementing objective design standards to regulate and encourage high-density development in the Valley West Infill Opportunity Zone.
